Course Aim

The course focuses on the vulnerabilities of Vietnamese nationals and their exploitation by organised crime groups (OCG’s) within labour markets and through forced criminality to supply controlled drugs.

Through audio visual material, case studies and interactive sessions MAGE will provide you with knowledge and understanding of the scale of exploitation of Vietnamese nationals, the history of Vietnamese migration, cultural nuances, signs and indicators, international migration routes and the wider Immigration issue. You will learn how they are recruited and used by perpetrators to commit crime, and you will understand the challenges of suspect versus victim status in criminal investigations.

You will understand the elements of the Modern Slavery Act 2015, in particular human trafficking legislation, the S45 defence (non-punishment of victims) and the ancillary orders within the act that can be used to protect children and target organised crime groups (OCG’s) and individuals who use victims to commit crime. You will be given practical guidance in how to investigate the status of an individual who may have committed a crime.

The content focuses on some of the trends and transitions around the methodology, the use of social media and on-line platforms and the challenges faced in successful engagement with those being criminalised.

You will be provided with an understanding of the relevant partners to engage with, nationally and internationally both for investigative and safeguarding purposes, and you will be given training on the national referral mechanism and when and how to refer.

  • To explain the cultural misconceptions of the use of social media based on family honour, migration routes and Vietnamese history.
  • To describe the signs and indicators that Vietnam nationals are being exploited for criminal purposes.
  • To explain the elements of the Modern Slavery Act including the S45 defence, that can be used to protect children and bring perpetrators to justice.
  • To describe the investigative obligations under law to ensure the status of an individual (suspect or victim) is fully explored.
  • To understand the current trends and methodologies. Identifying Suspect verses Victim status for the purpose of interview.
  • To describe the agencies responsible for safeguarding and their roles.
  • To explain the national referral mechanism process and how to make a referral.

This course is applicable to professionals involved in investigating or supporting Vietnamese nationals through processes involving criminal exploitation and those exploited into the labour market and sex economy.
